Mayor Tom Hayes told Arlington Heights village representatives on Thursday that the stated desire of new Chicago Bears president and CEO Kevin Warren to build a stadium owned by the public along Chicago’s Lakefront is a change in
organization philosophy from what Ted Phillips, then President, and George McCaskey, Chairman at the time had said three years prior.
